For renewal of driving license go to building 4. The person who checks your papers is very friendly and answers all your questions. If your license already expired you need to come back again on a date that they fix. If your license already expired, you need to wait several weeks or even months to get your renewal. Best to extend before it expires and you don't have to get on waiting line.

The place is fine, you must come with appropriate clothes since it is an official building. The person who serves you in information speaks English very well and is very friendly. I recommend coming with an agent to help you during the process to obtain a driver's license for cars or motorcycles. You need a visa, official residence registration or work permit, go to a theoretical course of 4 hours at the university, pass an electronic test of 50 questions and driving practices.
